Driving test shortage . . . Really?

Latest e-mail from DSA is that w/c 20 sept there were 402 unused tests. The hold up is not practical test availability - it is DVLA taking literally months to process provisional licences and Pearsons multiple weeks to get theory and hazard perception tests. Much as I'm not the biggest fan of DSA I do have to defend them here.
