Think trailer tests have gone away?

As the revised legislation on B+E (car and trailer) is due to come into force on November 15th it is inevitable that many people are literally going to take to the road without any training at all.
This does not mean that training is no longer available, many training providers including ourselves continue to offer it. Why?
Of course as an individual the legal need for training has gone away - whether or not you have any idea at all about safe coupling, de-coupling, weights and load distribution legally you are good (if not potentially lethal) to go . . . However . .
As a business of any size you come under the Health and Safety at Work Act 1974 which specifies amongst other things the need for "Adequate training and supervision". Or in other words letting someone loose with a vehicle and trailer combination without at least some kind of assessment or training could well constitute a criminal offence if the doo doo hits the air circulatory device. Now of course any business could do that training or supervision in house - but ultimately is that a responsibility worth taking when for a fraction of the value of the vehicle and trailer being used an experienced trainer can do it for you and ensure compliance.
Sadly I feel there will be a time when this gets tested in law - don't let it be your business.
